A statewide labor organization representing 124,000 members across more than 120 semi-autonomous local affiliates, each with its own governance, financial structure and operating practices.

Before

Thirty-two disparate systems, inconsistent data between them and no reliable statewide operating view of membership, dues or field activity. Local variation was real and legitimate, more than 120 affiliates operating with different structures and practices, and packaged software struggled to represent it without flattening that complexity.

What was modeled

The organization itself: members and prospective members, locals and their autonomy, membership types, accounting models, dues and payment structures, grievances and contractual deadlines, representatives and case assignments, communications, relationships and the rules governing all of it.

Today

Membership, payments, communications, reporting and field execution operate within one governed system of record and action, providing statewide visibility while preserving legitimate local variation rather than forcing every affiliate into the same operating model.

When the rules changed

The law was the same. The tools were not.

Florida Senate Bill 256 ended employer payroll deduction of union dues for organizations including FEA, forcing the organization to stand up direct dues collection member by member. FEA rebuilt that collection process on TAP while maintaining statewide visibility and supporting the operating differences across its local affiliates.

A different organization, a different operating structure, the same platform, configured rather than rebuilt. TWU Local 291 adopted TAP after seeing its performance at FEA and used the platform to move member dues into a direct digital process.

A governed process, in detail

Grievance management, and where AI is allowed to help.

A grievance is a contractual obligation with a clock on it. It is a clear example of why operating context and control have to come before automation, and the same pattern applies anywhere a missed step has real consequences.

The operational risk
Every grievance carries a contractual response deadline.
Case information can be scattered across email, documents and individual staff.
A missed deadline can weaken or invalidate a member’s claim.
Without a common operating model, leaders lack a reliable view of workload, exposure and what is coming due.
A union example, but every organization has a process where being late is the same as being wrong.

Where AI can fit
The governed workflow and operating context already exist. Within those controls, AI can summarize a case, identify missing materials and recommend the next permitted action. TAP determines what the AI may access, routes recommendations or actions through the appropriate workflow, enforces required human approval and preserves the outcome in the audit record. The governance is already part of the operation. AI plugs into it.

When payroll deduction ended, FEA had to stand up direct dues collection for a statewide membership under deadline. TAP was selected over Salesforce, UnionWare and other established union-management platforms in an evaluation centered on whether the technology could represent FEA’s actual operating structure and complexity.

Built with the operators

The people responsible for union governance, dues, organizing and member service helped shape the operating model directly. Their expertise became configurable platform capability rather than remaining institutional knowledge held by a few individuals.
